Brief
UNIVERSITY GRANTS COMMISSION (UGC) REGULATIONS ON CURBING THE MENACE OF RAGGING IN HIGHER EDUCATIONAL INSTITUTIONS 2009
(Under Section 26(1)(g) of the University Grants Commission Act, 1956)
What Constitutes Ragging
- Any conduct by any student by words spoken or written or by acts which tease or treat a fresher with rudeness.
- Indulging in rowdy or indiscipline activities causing physical or psychological harm.
- Asking any student to do an act that causes shame, embarrassment or fear.
- Any act that disrupts or disturbs the regular academic activity.
- Exploiting the services of a fresher for academic tasks.
- Any act of financial extortion or forceful expenditure.
- Any act of physical or sexual abuse.
- Any verbal, written, electronic or public insult.
- Any act affecting the mental health and self-confidence of a fresher.
Ragging Punishments
- Suspension from attending classes and academic privileges.
- Withholding or withdrawing scholarship/fellowship.
- Debarring from appearing in examinations.
- Withholding results.
- Debarring from representing the institution.
- Suspension or expulsion from the hostel.
- Cancellation of admission.
- Suspension from the institution (one to four semesters).
- Expulsion from the institution.
Ragging is a non-bailable, cognizable and punishable offence.
Do not indulge in ragging.
